I also wanted to keep track of the origin of my addresses, so Postchimp was out of the running at that time because Mailchimp couldn't do tags yet.

In order to choose a provider with a European server location, I decided on Sendinblue. I liked the French provider quite a lot. What I didn't like right from the start was that incorrectly imported addresses cannot be deleted but remain in the system (I had entered the wrong fields). Thus, my liaison with the French was only a short one.
If SendinBlue no longer means anything to you: After merging with the German provider Newsletter2Go, they are now called Brevo.

I now had the choice between a German server location but what I considered to be a pretty ugly and inflexible, as well as expensive, system (Klicktipp fans may forgive me, those were just my criteria):
