At first glance, the entire Brazilian electoral process, from the construction of the system to the elections, may seem complex. One of the reasons why this model is so intricate is, initially and mainly, due to the number of parties in the country, as well as the unfolding of their activities. The Federal Constitution provides for a multi-party system, that is, there is no restriction on the number of parties that can be created – as long as the criteria of representation present in the Law of Political Parties , instituted in 1995, are respected.
Currently, Brazil leads the international index in number of parties, with 33 party institutions registered with the Superior Electoral Court (TSE) . In comparison with other nations, Germany has 15 political parties, Canada venezuela mobile database six, and Spain and Switzerland five. In the United States, despite the common belief regarding the two-party system , there are several small parties that lack resources and visibility – which means that only two of them (Democrat and Republican) gain notoriety.
In addition to the number of party groups, the way elections work, the composition of the National Congress and the Boards of Directors , terms such as coalitions and party federations, which are present in the Brazilian political universe, also tend to make understanding difficult. These two concepts, in fact, are commonly confused. This is because they are two interconnected party formats, which, at first, may lead to the idea that they are the same – when, in fact, they are different.
In general, coalitions are finite in nature and are dissolved after the elections. Federations, on the other hand, are permanent in nature even after the end of the elections. In 2022, for the first time in Brazil, elections will include the possibility of candidacies supported by party federations. The model was instituted by Congress during the Electoral Reform, after the approval of a specific resolution by the TSE, in December 2021.
