At the 2024 Summer BIM Forum, Sergey Dragomirov, Deputy General Director of Interregional Institute of Expertise LLC and a certified expert of the Ministry of Construction of Russia for the examination of design documentation, told the forum participants about the new rules for the formation and maintenance of IM OKS as amended by RF Government Resolution No. 614 of 17.05.2024 and how TIM was elevated to the letter of the law.
According to the letter of the law
"I will say right away that an information model and a digital information model are not the same thing. A digital information model from the standpoint of regulatory and legal acts is a component of an information model that associates with itself one or another part of graphic documentation," Sergey Dragomirov began his speech.
Then he briefly spoke about who needs to form the IM and CIM and at what stages of the project: about the key provisions that have already been firmly established in the legislation.
According to the expert, the wording can be quite vague. For example, this concerns the conduct of engineering surveys: those responsible for maintaining the information model at this stage are required to provide data in an "accessible form" so that they can be used in the future.
He then spoke about the architectural and construction design stage. The legislation stipulates that design, working, executive and operational documentation must be presented in two forms: the usual text and graphic formats, as well as in the form of an information model. These two forms are different entities. From the point of view of current legislation, the electronic form of design documentation and the information model are considered the same, with the exception of objects with state secrets, where the design documentation is provided in paper form.
