You may have heard or read something about the so-called PECs, after all, many of them became famous in Brazil for their content that generally addresses controversial topics and has a significant social impact.

What is a PEC?
The acronym PEC stands for "Proposed Constitutional china mobile database Amendment" and is a democratic instrument characterized by proposing additions or changes to the text of the federal constitution, the supreme law of the organization of a state.

Some have become better known in recent times, such as the PEC for public spending or the famous pension reform .

It is important to remember that even though it is a mechanism that has the power to change the Brazilian constitution, a PEC must respect certain limits, thus guaranteeing the basic rights provided for in the constitution. And it is through the so-called Petrified Clauses that these prerogatives are ensured, as we will see below.

Stone Clauses
The permanent clauses were established in the Brazilian constitution of 1988 and are present in the 4th paragraph of article 60. The clauses deal with fundamental rights and cannot be changed (not even through a PEC). In order to be changed, a new constitution must be enacted.
