How the rules for registering land plots will change from March 1
Amendments to Article 26 of the Law "On State Registration of Real Estate" will come into force on March 1, 2025. These amendments prohibit the registration of a land plot if the Unified State Register of Real Estate (USRRE) does not contain information about the location of the plot's boundaries. In addition, starting from March 1, it will be impossible to register any buildings and structures (both already erected and unfinished) on such a plot.

Why were changes to the rules for registering plots necessary?
As Rosreestr explains , boundaries of plots not defined by the Unified State Register of Real Estate often become the cause of conflicts between owners of adjacent land holdings.
For example, when selling a plot, the owner may show the buyer territories that do not actually belong to him or that belong only partially to him. Misled buyers often buy plots, part of which are owned by another owner. Capital objects erected on disputed territories or on plots not intended for construction give rise to additional complications. This entails numerous court cases.
The amendments to the law are intended to protect the rights of land owners and to protect them from problems with unauthorized appropriation of territories, as well as to minimize the number of legal disputes regarding the ownership of land by one person or another.
